A population of cultured cells is provided that comprises at least 10% of a sub-population of cells that: stain as CD31 Bright, demonstrate uptake of Ac-LDL+, and secrete both IL-8 and angiogenin.

A composition of matter, comprising a population of cultured cells that comprises a sub-population of cells that stain as CD31Bright, demonstrate uptake of Ac-LDL+ and secrete interleukin-8 and angiogenin, wherein the sub-population of cells comprises at least 10% of the cells in the population of cultured cells.
