A computer-implemented platform optimizes communication network operations. An upstream data processing system processes unstructured historical communications using a machine learning or statistical model to build an analytics database of engagement patterns. To resolve natural language processing limitations and model hallucinations, a device utilizes a large language model (LLM) to transform unstructured natural language design inputs and relevant analytics database records into structured plan parameters. A separate, predictive neural network evaluates the generated plan parameters to generate a predicted outcome indicating expected user engagement metrics resulting from execution of the communication plan. A downstream execution system parses the structured plan parameters, represented in structured formatting, to automate physical network routing, protocol translation, and load-balanced transmission of generated communications across multiple disparate communication channels. This integrated multi-model architecture improves natural language processing accuracy, computational efficiency, and network bandwidth utilization by transforming informal, unstructured inputs into verified, machine-executable communication schemas.
