A heating device for a steam generator, comprising a cover plate (20), a first heater (1), and a second heater (2) connected to the first heater (1), wherein a first electric heating tube (3) is disposed inside the first heater (1), a first water outlet (4) is provided on an upper end, a lower end, or a side end of the first heater (1), a second electric heating tube (5) and a gas-liquid channel (19) are disposed inside the second heater (2), a water inlet of the gas-liquid channel (19) is arranged to be in communication with the first water outlet (4), and a water injection port (18) is provided on a top portion of the first heater (1).
