An oral care mode determination device includes a dental plaque adhesion amount detector that detects, from an image of an oral cavity, a dental plaque amount that is the adhesion amount of dental plaque inside the oral cavity, a poor-condition detector that detects, from the image, a poor condition level that is the level of poor condition of a gingiva inside the oral cavity, a care mode determiner that determines, according to the dental plaque amount detected and the poor condition level detected, a care mode that defines the driving control of an oral care device for use in caring for the oral cavity, and a result outputter that outputs the determination result of the care mode to the oral care device.
