A harvester including a topper cutter having an adjustable height. A first sensor is positioned on the harvester to sense an upper portion of crop and configured to generate a first signal indicative of a dielectric constant of the upper portion. A second sensor is positioned to sense a lower portion of the crop and configured to generate a second signal indicative of a dielectric constant of the lower portion. A controller is in communication with the first and second sensors and is configured to receive the first and second signals, assess a height of the topper cutter based on the first and second signals, and execute a corresponding response strategy.
