A vehicle control apparatus includes an environment detection unit that detects environment information about at least one of an interior and an exterior of a target vehicle, an emotion estimation unit that estimates a strong emotion of a driver based on the environment information, a driving error behavior prediction unit that predicts driving error behavior of the driver, and a risk suppression unit that performs predetermined control for avoiding an avoidance target situation based on a prediction result of the driving error behavior prediction unit, wherein the risk suppression unit performs the predetermined control without using the prediction result of the driving error behavior prediction unit when a degree of the strong emotion estimated by the emotion estimation unit is high.
