The present invention provides a technique that, in accordance with a robot path at the time when teaching was performed, can reproduce the speed at the time when the teaching was performed, and can easily change position and speed afterwards. Provided is a robot control device 1 comprising at least one storage device 11, and at least one processor 17. The storage device 11 stores position information of a robot 2, time information at the time when the position information was stored, and an operation program for the robot 2. The processor 17 generates an operation instruction including an operation speed of the robot 2, on the basis of the position information and the time information, and generates an operation program for the robot 2 on the basis of the generated operation instruction.
