An energy-based surgical instrument includes an electrode configured to produce radio frequency (RF) energy in response to activation. The electrode has an active region and an inactive region. An insulation layer is deposed over the electrode and has thickness that is less over then active region relative to the inactive region. The surgical instrument may include a protective cover or insulative sheath configured to be moved between a retracted position and an extended position in which the protective cover or insulative sheath covers the active region of the electrode.
