A light-emitting device includes a substrate; an interlayer insulating layer located above the substrate and having a conductive member embedded therein, a laminated structure located above the interlayer insulating layer and constituted by metal layers laminated on each other, and a light-emitting element located above the laminated structure. The metal layers include a first metal layer including a portion in contact with the conductive member and a second metal layer located above the first metal layer. The second metal layer has a reflective surface that reflects light from the light-emitting element toward the light-emitting element. A material of the first metal layer has a resistivity higher than that of a material of the second metal layer. The material of the second metal layer has a reflectivity higher than that of the material of the first metal layer.
