Methods and Apparatus of Adaptive Quantization Parameters in Video Coding

An apparatus of video coding, the apparatus comprising one or more electronic circuits or processors arranged to:

• receive input data related to a current picture/slice, wherein the input data correspond to pixel data to be encoded at a video encoder side or the input data correspond to a coded data to be decoded at a video decoder side;
• determine a picture/slice-level QP (Quantization Parameter) for the current picture/slice;
• determine one or more propagation regions in the current picture/slice, wherein said one or more propagation regions have no corresponding reference region in one or more reference pictures/slices of the current picture/slice;
• determine a QP offset, wherein a modified QP is derived based on the picture/slice-level QP and the QP offset;
• and
• encode or decode transform blocks in said one or more propagation regions according to the modified QP.

A method of video coding, the method comprising:

• receiving input data related to a current block in a current picture, wherein the input data correspond to transform coefficients of the current block at an encoder side and the input data correspond to a quantized transform coefficients of the current block at a decoder side;
• determining a QP (Quantization Parameter) offset, wherein the QP offset is related to complexity of the transform coefficients of the current block;
• determining a modified QP for the current block based on an original QP for the current block and the QP offset;
• and
• applying a quantization process to the current block at the encoder side or applying an inverse quantization process to the current block at the decoder side by using the modified QP.

An apparatus of video coding, the apparatus comprising one or more electronic circuits or processors arranged to:

• receive input data related to a current block in a current picture, wherein the input data correspond to transform coefficients of the current block at an encoder side and the input data correspond to a quantized transform coefficients of the current block at a decoder side;
• determine a QP (Quantization Parameter) offset, wherein the QP offset is related to complexity of the transform coefficients of the current block;
• determine a modified QP for the current block based on an original QP for the current block and the QP offset;
• and
• apply a quantization process to the current block at the encoder side or apply an inverse quantization process to the current block at the decoder side by using the modified QP.

A method of video coding, the method comprising:

• receiving input data related to a current block in a current picture, wherein the input data correspond to transform coefficients/residuals of the current block at an encoder side and the input data correspond to transform coefficients/residuals of the current block at a decoder side;
• determining complexity of the transform coefficients/residuals of the current block;
• determining context modelling or binarization of coefficient/residuals coding for the current block depending on the complexity of the transform coefficients/residuals of the current block;
• and
• encoding or decoding the current block according to the context modelling or the binarization of coefficient/residual coding.

An apparatus of video coding, the apparatus comprising one or more electronic circuits or processors arranged to:

• receive input data related to a current block in a current picture, wherein the input data correspond to transform coefficients of the current block at an encoder side and the input data correspond to transform coefficients/residuals of the current block at a decoder side;
• determine complexity of the transform coefficients/residuals of the current block;
• determine context modelling or binarization of coefficient/residuals coding for the current block depending on the complexity of the transform coefficients/residuals of the current block;
• and
• encode or decode the current block according to the context modelling or the binarization of coefficient/residual coding.
