A decorative tissue product is disclosed formed from multiple tissue plies. An embossing pattern is incorporated into at least one of the plies. The embossing pattern creates raised areas on an opposite side of the tissue ply. The embossing pattern can include embossed portions that form a continuous network and surround non-embossed portions. The non-embossed portions can be in the form of discrete shapes. In this manner, a pattern of discrete shapes can form elevated areas on a top surface of the tissue product, while the embossed portions form a background pattern. The embossed portions also form raised areas on the opposite side of the tissue sheet. An adhesive or water can be applied to these raised areas for adhering the top tissue ply to a bottom tissue ply.
