A device for isolating a flow of fluid within an inner region of a pipe adjacent its end is disclosed. The device seals around the outer and inner circumferential surfaces of the pipe to create an isolated inner region that can be exposed to a fluid or a gas, such as a gas used to purge residual fluids (i.e., dry the surfaces). The dimensions of the device determine both the length of the fluid-exposed region and the diameter of the pipe on which the device may be used. This device is particularly useful for applications such as cleaning, rinsing, etching the inner region of the pipe near its end, which can improve adhesive bonding when connecting two pipe ends together.
