A headlight control apparatus includes a frontal imager, a driver imager, one or more headlights, a notifier, and a headlight controller. The frontal imager monitors a pedestrian in a frontal area ahead of a vehicle. The driver imager recognizes a line of sight of a driver. The one or more headlights irradiate the frontal area by emitting irradiation beams irradiating different directions at the same time. The headlight controller controls the one or more headlights, based on data acquired from the frontal imager and the driver imager. When the line of sight of the driver is directed toward the pedestrian and the pedestrian has recognized the vehicle, or when the line of sight of the driver has shifted from the notifier to the frontal area and the pedestrian has recognized the vehicle, the headlight controller sets an irradiation beam of any headlight directed toward the pedestrian to a low beam.
