A measurement apparatus, comprising:

• at least one memory configured to store instructions;
• and
• at least one processor coupled to the at least one memory, wherein the instructions, when executed by the at least one processor, cause the measurement apparatus to:
• perform or skip performing measurement on a target frequency channel number based on whether a distance between a terminal device and at least one cell at the target frequency channel number satisfies a distance condition,
• wherein the target frequency channel number is different from a first frequency channel number of a serving cell of the terminal device,
• wherein the target frequency channel number is any one of a plurality of frequency channel numbers indicated by system information.
