A tubular penetration electrode-based flow cell reaction system and operating method are provided. The system includes a flow cell reactor and a gas-liquid separation device. The reactor has an anode chamber and a cathode chamber separated by a proton exchange membrane. The cathode chamber contains linearly or array-arranged multi-channel tubular penetration electrodes with multiple gas channels and a porous layered tube wall. Each electrode outlet is closed, and reaction gas is fed to the inlet via a gas duct assembly, forcing the gas under pressure through the porous wall to the electrode surface to form a gas-liquid-solid interface. The gas-liquid separation device separates the mixture discharged from the cathode chamber, and the separated gas and liquid return to the electrodes and cathode chamber, respectively, to form a circulation loop. A detection point on the loop enables product recovery based on detection. The system supports efficient, stable electroreduction and industrial-scale use.
