A modular dock seal for a loading dock to form an environmental enclosure along one or more side walls of a trailer when the trailer is parked in a trailer bay of the loading dock is provided. The loading dock has an exterior wall with a door opening. The modular dock seal includes a pair of side pad assemblies configured to be secured to the exterior wall of the loading dock alongside the door opening. Each side pad assembly comprises: (1) an upper compression pad comprising a top face and a bottom face; and (2) a lower compression pad comprising a top face and a bottom face, wherein the top face of the lower compression pad is arranged to meet the bottom face of the upper compression pad.
