Resin-coated metal sheet and production method therefor

A resin-coated metal sheet comprising:

• a metal sheet layer;
• and
• a resin layer that contains a polyester resin and coats a sheet surface of the metal sheet layer,
• wherein the resin layer has a melting point of 225° C. or more and 255° C. or less, and includes:
• a surface layer located on a surface opposite to a side facing the metal sheet layer;
• a lower layer facing the metal sheet layer;
• and
• an intermediate layer between the surface layer and the lower layer,
• the surface layer contains a lubricating component composed of a polyolefin having a melting point of 75° C. or more and 140° C. or less, and
• a coverage ratio of the lubricating component exposed on a surface of the surface layer is 0.040% or more and 0.80% or less, as determined from peak intensity ratio analysis of Raman spectrum data obtained by performing Raman measurement on the surface layer using a confocal Raman device.
