A device for encoding control, comprising:

• a memory and one or more processors;
• wherein
• the memory stores one or more programs;
• wherein the one or more programs, when loaded and run by the one or more processors, cause the one or more processors to:
• acquire an estimated bandwidth corresponding to a transmission link and a transmission buffer size corresponding to a transmission queue, and determine an encodable bitrate based on the estimated bandwidth, the transmission buffer size, predetermined delay limit information, and predetermined bitrate control information;
• acquire a single-frame image size corresponding to encoding processing by an encoder, and determine a budget frame rate based on the encodable bitrate and the single-frame image size;
• and
• acquire a second capture frame data stream by adjusting a frame rate of a captured first capture frame data stream based on the budget frame rate.

A non-transitory storage medium storing one or more computer-executable instructions, wherein the one or more computer-executable instructions, when loaded and run by a processor of a computer, cause the computer to:

• acquire an estimated bandwidth corresponding to a transmission link and a transmission buffer size corresponding to a transmission queue, and determine an encodable bitrate based on the estimated bandwidth, the transmission buffer size, predetermined delay limit information, and predetermined bitrate control information;
• acquire a single-frame image size corresponding to encoding processing by an encoder, and determine a budget frame rate based on the encodable bitrate and the single-frame image size;
• and
• acquire a second capture frame data stream by adjusting a frame rate of a captured first capture frame data stream based on the budget frame rate.
