A water electrolysis cell for use in a water electrolysis apparatus that electrolyzes water when irradiated with light to generate hydrogen, the water electrolysis cell comprising:
- a laminate including an anode electrode, a perovskite battery cell, and a cathode electrode laminated in this order;
- and
- an electrically insulating protective material that covers an outer periphery of the laminate.
