Some aspects of the disclosure provide a method of video decoding. In an example, a scalable video bitstream is received. The scalable video bitstream includes coded information of at least a base layer and an enhancement layer. A high level syntax structure is decoded from the scalable video bitstream. The high level syntax structure includes at least a syntax element that indicates a decoding complexity of the enhancement layer. Whether the enhancement layer is decodable by a decoder is determined based on at least the syntax element. The base layer that has a lower decoding complexity than the decoding complexity of the enhancement layer is decoded by the decoder. When the enhancement layer is determined to be decodable by the decoder, the enhancement layer is decoded by the decoder.
