Electro-activated super oxidized water and method of synthesizing the same

An electro-activated super oxidized aqueous composition comprising:

• hypochlorous acid, wherein the hypochlorous acid is present in an amount of 0.0002 wt %-0.01 wt %;
• sodium hypochlorite (NaOCl);
• sodium chloride (NaCl), wherein the sodium hypochlorite (NaOCl) and the sodium chloride (NaCl) are present in a concentration of less than or equal to 0.1 wt % together;
• and
• purified water, wherein the remainder of the aqueous composition is purified water, wherein the purified water is reverse osmosis (RO) water, which is disinfected and filtered, and wherein the purified water has a Total Organic Carbon (TOC) level of less than 50 parts-per-billion (ppb).
