Embodiments of this application provide an angle determining method and apparatus. The method includes: A receiving device receives a first multi-tone signal, where the first multi-tone signal includes N1 frequencies, and N1 is an integer greater than or equal to 2; the receiving device performs phase measurement on the first multi-tone signal, and obtains first phase values that correspond to k antennas of a first device and that are at the N1 frequencies; and the receiving device determines an angle of a signal of the first device based on the obtained first phase values. The method disclosed in this application can implement fast and high-precision angle measurement.
