Method and apparatus for performing an on-demand sib1 request procedure

An apparatus for performing an on-demand SIB1 request procedure, comprising:

• a transceiver which, during operation, wirelessly communicates with at least one network node;
• and
• a processor communicatively coupled to the transceiver such that, during operation, the processor performs operations comprising:
• triggering, by an upper layer of the apparatus, a lower layer of the apparatus to initiate a random access (RA) procedure for an on-demand system information block type 1 (SIB1) request to a cell;
• considering, by the upper layer of the apparatus, the cell as barred in a case that an RA problem for the on-demand SIB1 request is received from the lower layer of the apparatus, wherein the RA problem indicates that a maximum number of preamble transmission attempts is reached;
• and
• acquiring, by the upper layer of the apparatus, an on-demand SIB1 in a case that an acknowledgment for the on-demand SIB1 request is received from the lower layer of the apparatus.
