A nanofiber membrane with dual-scale porosity, comprising one or more dual-scale porous nanofibers, wherein each dual-scale porous nanofiber comprises a fiber body having a continuous porous network with interconnected inter-fiber pores and fiber surface pores, and wherein the inter-fiber pores are distributed throughout the fiber body, and the surface pores are located on the outer surface of the fiber body, wherein the inter-fiber pores exhibit a uniform size distribution ranging from 100 nm to 900 nm, and the surface pores exhibit a uniform size distribution ranging from 1 nm to 100 nm.
