The present application relates to devices and components including apparatus, systems, and methods for congestion signaling by a radio link control layer in wireless networks.

A method comprising:
- detecting a congestion event associated with a traffic flow;
- generating a radio link control (RLC) protocol data unit (PDU) with a congestion experienced (CE) indication;
- and
- outputting the RLC PDU for transmission to a device.

One or more non-transitory, computer-readable media having instructions that, when executed, cause processor circuitry to:
- receive, at a radio link control (RLC) layer, an RLC protocol data unit (PDU) with a congestion experienced (CE) indication, the RLC PDU associated with a traffic flow from or to a device;
- and
- provide a signal to an upper layer based on the CE indication.
