A control apparatus that controls a plurality of wireless base stations installed in a wireless area, the control apparatus comprising:

• a processor;
• and
• a memory that includes instructions, which when executed, cause the processor to execute:
• calculating an operating state pattern of the plurality of wireless base stations, according to a state of a wireless terminal in the wireless area;
• acquiring the state of the wireless terminal in the wireless area;
• and
• controlling, based on the operating state pattern, an operating state of the plurality of wireless base stations according to the state of the wireless terminal acquired at the acquiring.

A control method of a plurality of wireless base stations installed in a wireless area,

• wherein a computer executes:
• calculating an operating state pattern of the plurality of wireless base stations, according to a state of a wireless terminal in the wireless area;
• acquiring a state of the wireless terminal in the wireless area;
• and
• controlling, based on the operating state pattern, an operating state of the plurality of wireless base stations according to the state of the wireless terminal acquired at the acquiring.

A non-transitory computer-readable recording medium having computer-readable instructions stored thereon, which when executed, cause a computer including a memory and a processor to execute a process performed in a radio communication system including a plurality of wireless base stations installed in a wireless area, the process comprising:

• calculating an operating state pattern of the plurality of wireless base stations, according to a state of a wireless terminal in the wireless area;
• acquiring a state of the wireless terminal in the wireless area;
• and
• controlling, based on the operating state pattern, an operating state of the plurality of wireless base stations according to the state of the wireless terminal acquired at the acquiring.
