The method includes: A relay device determines multiple pieces of measurement information based on multiple first signals, where each of the multiple pieces of measurement information corresponds to one first signal. The relay device sends the multiple pieces of measurement information to a first network device, and receives forwarding power information from the first network device, where the forwarding power information is determined based on the multiple pieces of measurement information, and the forwarding power information is used by the relay device to forward a signal from a network device or a terminal device.
