Communication method and apparatus

A communication apparatus, comprising:

• at least one processor, and a memory storing instructions for execution by the at least one processor;
• wherein, when executed, the instructions cause the communication apparatus to perform operations comprising:
• receiving first information from a first network device, wherein the first information comprises information about a moving cell in which the communication apparatus is located, the moving cell is a cell covered in a movement process of a second network device, and the second network device communicates with the first network device over a non-terrestrial network (NTN);
• and
• determining, based on the first information, whether to perform neighboring cell measurement, wherein a neighboring cell is a neighboring cell of the moving cell.

A communication apparatus, comprising:

• at least one processor, and a memory storing instructions for execution by the at least one processor;
• wherein, when executed, the instructions cause the communication apparatus to perform operations comprising:
• determining first information, wherein the first information comprises information about a moving cell in which a terminal device is located, the moving cell is a cell covered in a movement process of a second network device, and the second network device communicates with the communication apparatus over a non-terrestrial network (NTN);
• and
• sending the first information to the terminal device.
