• transmitting, by a user equipment (UE), a random access preamble to a base station;
• receiving, by the UE, a random access response for the random access preamble from the base station;
• receiving, by the UE, downlink control information (DCI) with a field informing a change to K0 min or K2 min in a slot n of a scheduling cell, wherein each of the K0 min and K2 min is an applied minimum scheduling offset restriction, and
• applying, by the UE, a changed K0 min or a changed K2 min in a slot n+X of the scheduling cell,

• at least one transceiver;
• at least one memory;

• at least one processor operably connectable to the at least one transceiver and the at least one memory,
• wherein the at least one memory stores instructions that, based on being executed by the at least one processor, cause the at least one processor to perform operations comprising:
• transmitting a random access preamble to a base station;
• receiving a random access response for the random access preamble from the base station;
• receiving downlink control information (DCI) with a field informing a change to K0 min or K2 min in a slot n of a scheduling cell, wherein each of the K0 min and K2 min is an applied minimum scheduling offset restriction, and
• applying a changed K0 min or a changed K2 min in a slot n+X of the scheduling cell,
