Abstract
A base station may receive, from a wireless device, a capability message comprising one or more capability Information Elements indicating that the wireless device supports fast SCell activation. The base station may transmit a command indicating activation of a first SCell and activation of a reference signal for fast activation of the first SCell.

A method comprising:
- receiving, by a base station from a wireless device, a capability message comprising one or more capability information elements indicating that the wireless device supports a first type of secondary cell activation, wherein the first type of secondary cell activation is based on a reference signal triggered by a secondary cell activation command;
- and
- transmitting, by the base station to the wireless device, a first secondary cell activation command indicating:
- activation of a first secondary cell;
- and
- activation of a first reference signal for the activation of the first secondary cell.

- one or more processors;

- memory storing instructions that, when executed by the one or more processors, cause the base station to:

- transmit, to the wireless device, a first secondary cell activation command indicating:
