Abstract
A communication control device includes a processor configured to perform communication throttling for a plurality of user equipments when at least one of determinations is made. The determinations include the number of the user equipments connected to a base station being equal to or greater than a threshold, occurrence of congestion in the base station, and occurrence of traffic congestion in an area to which the base station belongs.

A communication control device comprising a processor configured to perform communication throttling for a plurality of user equipments when at least one of determinations is made, the determinations including:
- the number of the user equipments connected to a base station being equal to or greater than a threshold;
- occurrence of congestion in the base station;
- and
- occurrence of traffic congestion in an area to which the base station belongs.
A communication control method comprising performing communication throttling for a plurality of user equipments by a communication control device when at least one of determinations is made, the determinations including:
- the number of the user equipments connected to a base station being equal to or greater than a threshold;
- occurrence of congestion in the base station;
- and
- occurrence of traffic congestion in an area to which the base station belongs.
A user equipment comprising a processor configured to
- receive information from a base station, and
- send, through direct communication between a plurality of the user equipments, the information received from the base station to at least one user equipment disconnected from the base station out of the user equipments by communication throttling, wherein
- the user equipment is selected as a user equipment to be kept connected to the base station from the user equipments when at least one of determinations is made, the determinations including:
- the number of the user equipments connected to the base station being equal to or greater than a threshold;
- occurrence of congestion in the base station;
- and
- occurrence of traffic congestion in an area to which the base station belongs.
