An image processing device comprising:

• circuitry configured to:
• set a parameter indicating whether to use, as a current quantization matrix, the same quantization matrix as a reference quantization matrix which is selected according to a type of the reference quantization matrix that includes a prediction mode and a size of the reference quantization matrix, and
• transmit an encoded stream including the parameter.

An image processing method, comprising:

• setting a parameter indicating whether to use, as a current quantization matrix, the same quantization matrix as a reference quantization matrix which is selected according to a type of the reference quantization matrix that includes a prediction mode and a size of the reference quantization matrix;
• and
• transmitting an encoded stream including the parameter.

A non-transitory computer-readable recording medium storing therein a computer program which, when executed by a computer, causes the computer to perform a method, the method comprising:

• setting a parameter indicating whether to use, as a current quantization matrix, the same quantization matrix as a reference quantization matrix which is selected according to a type of the reference quantization matrix that includes a prediction mode and a size of the reference quantization matrix;
• and
• transmitting an encoded stream including the parameter.
