System and methods for automated data collection and reporting while operating a vehicle on the road using a device. The device automatically determines when to collect, store, process and transmit data. Additionally, a system and method for further storing, transmitting, processing, organizing and accessing the information with respect to the collected data.

A method for collecting digital images and related data as collected data along a roadway and for transmitting the collected data over a communications network to a server, the server located remotely from the collecting device, the method comprising:
- executing image collection instructions by processing the digital images and generating the related data, including data from at least one sensor;
- and
- sending the collected data over the communications network to the server.
