Rapidly disintegrating buoyant composition

A rapidly disintegrating buoyant composition, comprising:

• a) an active agent, b) at least about 15% w/w of an organic acid, c) at least about 10% w/w of a carbonate, and d) about 1% w/w to about 30% w/w of a skin oil, a fragrance, a surfactant, an adjuvant, or a combination thereof.
