Method and apparatus for reporting power headroom report by rrc_inactive state ue in mobile wireless communication system

A method performed by a wireless device, the method comprising:

• receiving a radio resource control (RRC) message, wherein the RRC message indicates a first power headroom report (PHR) configuration, wherein a multiple PHR parameter of the first PHR configuration is set to True;
• after receiving the RRC message, receiving an RRC release message, wherein the RRC release message comprises a first configuration parameter for a second resume procedure different from a first resume procedure, and wherein the first configuration parameter for the second resume procedure comprises a signaling radio bearer2 (SRB2) indicator and a data radio bearer (DRB) list;
• receiving system information indicating:
• a first timer;
• a second timer;
• a reference signal received power threshold;
• and
• a data volume threshold;
• triggering, based on the second resume procedure being initiated, a PHR, wherein the triggered PHR is based on a second PHR configuration, and wherein a multiplePHR parameter of the second PHR configuration is set to False;
• and
• canceling the triggered PHR, wherein the triggered PHR is canceled based on the second resume procedure being ongoing, wherein the second resume procedure is associated with a small data transmission (SDT).
