An apparatus for controlling the egress of hazardous matter from the inlet of the tubular drain portion of a storm water control system comprising a first blocking barrier connected to the tubular drain system for movement between a first position blocking egress of hazardous matter from the inlet of the tubular drain portion and a second position.
