Systems and methods for signaling neural network post-filter purpose information in video coding

A device comprising one or more processors configured to:

• receive a neural network post-filter characteristics message;
• parse a first syntax element from the neural network post-filter characteristics indicating a purpose of a post-processing filter;
• and
• parse a second syntax element from the neural network post-filter characteristics message specifying whether syntax elements related to a purpose, input formatting, output formatting, and complexity of the post-processing filter are present in the neural network post-filter characteristics message, wherein the first syntax element precedes the second syntax element in the neural network post-filter characteristics message.

A device comprising one or more processors configured to:

• signal a neural network post-filter characteristics message;
• signal a first syntax element in the neural network post-filter characteristics indicating a purpose of a post-processing filter;
• and
• signal a second syntax element in the neural network post-filter characteristics message specifying whether syntax elements related to a purpose, input formatting, output formatting, and complexity of the post-processing filter are present in the neural network post-filter characteristics message, wherein the first syntax element precedes the second syntax element in the neural network post-filter characteristics message.
