A garment comprising a barrier layer. The barrier layer comprises a skirt and a storage region for retaining the skirt. The storage region comprises an upper flap, a lower flap, and a fastener for releasably coupling the upper flap and the lower flap to retain the skirt in the storage region.

A garment, comprising:
- a skirt;
- a storage region for retaining the skirt, wherein the storage region comprises an upper flap and a lower flap;
- and
- a fastener for releasably coupling the upper flap and the lower flap to retain the skirt in the storage region,
- wherein the skirt is directly attached to an interior section of the storage region.
