In accordance with an embodiment, there is disclosed a method comprising defining at least one message length related criterium comprising at least a minimum data volume threshold; determining whether transmission of a message using a small data transmission procedure in an inactive state of the user equipment is allowed; and providing the user equipment indication of the usage of the at least one message length related criterium. There is also disclosed a method comprising obtaining at least one message length related criterium comprising at least a minimum data volume threshold; preparing at least one message to a message buffer of the user equipment to be transmitted by a small data transmission procedure in an inactive state of the user equipment; comparing a length of data in the message buffer with the at least one message length related criterium; n constructing a packet from the data in the message buffer for transmission; and transmitting the packet by the small data transmission procedure if the length fulfils the at least one message length related criterium.
