Method and apparatus for data transmission of terminal in wireless communication system

A method performed by a base station in a wireless communication system, the method comprising:

• transmitting, to a terminal, a radio resource control (RRC) message including configuration information for configuring at least one secondary cell (SCell);
• receiving, from the terminal, a random access preamble to perform a random access procedure for a first SCell among the at least one SCell;
• transmitting, to the terminal, a random access response for the random access preamble, the random access response including information for timing adjustment and an uplink grant;
• and
• applying the information for timing adjustment for the first SCell based on the random access response,
• wherein, in case that a physical uplink shared channel (PUSCH) transmission is not configured for the first SCell, the uplink grant included in the random access response is ignored by the terminal.

A terminal in a wireless communication system, the terminal comprising:

• a transceiver;
• and
• a controller configured to:
• receive, via the transceiver from a base station, a radio resource control (RRC) message including configuration information for configuring at least one secondary cell (SCell);
• transmit, via the transceiver to the base station, a random access preamble to perform a random access procedure for a first SCell among the at least one SCell;
• receive, via the transceiver from the base station, a random access response for the random access preamble, the random access response including information for timing adjustment and an uplink grant;
• and
• apply the information for timing adjustment for the first SCell based on the random access response,
• wherein, in case that a physical uplink shared channel (PUSCH) transmission is not configured for the first SCell, the uplink grant included in the random access response is ignored.

A base station in a wireless communication system, the base station comprising:

• a transceiver;
• and
• a controller configured to:
• transmit, via the transceiver to a terminal, a radio resource control (RRC) message including configuration information for configuring at least one secondary cell (SCell);
• receive, via the transceiver from the terminal, a random access preamble to perform a random access procedure for a first SCell among the at least one SCell;
• transmit, via the transceiver to the terminal, a random access response for the random access preamble, the random access response including information for timing adjustment and an uplink grant;
• and
• apply the information for timing adjustment for the first SCell based on the random access response,
• wherein, in case that a physical uplink shared channel (PUSCH) transmission is not configured for the first SCell, the uplink grant in the random access response is ignored by the terminal.
