A management server that manages lending and borrowing of a battery between a lender who lends the battery and a borrower who borrows the battery, the battery being detachably provided in a moving body, the management server comprising:

• a lending management unit configured to receive a lending location designated by the lender as a location where lending of the battery is implemented from first electronic equipment operated by the lender and record the lending location in association with the lender;
• a borrowing permission granting unit configured to, in a case where a request for borrowing of the battery is received from second electronic equipment operated by the borrower, grant permission for borrowing to the borrower by transmitting information necessary for borrowing of the battery at the lending location to the second electronic equipment;
• and
• a lender management unit configured to, in a case where the borrower who acquires the permission for borrowing cannot borrow the battery at the lending location or in a case where a remaining battery level of the battery is equal to or less than a predetermined value, impose penalty on the lender of the battery.
