A radio communication method for a terminal, the method comprising:

• using, when two or more different control resource set (CORESET) pool indices are configured and a radio link monitoring reference signal (RLM-RS) is not configured, one or more reference signals for an active transmission configuration indication (TCI) state associated with a lowest CORESET pool index for radio link monitoring;
• and
• receiving the one or more reference signals.

A base station comprising:

• a control section that, when two or more different control resource set (CORESET) pool indices are configured to a terminal and a radio link monitoring reference signal (RLM-RS) is not configured to a terminal, uses one or more reference signals for an active transmission configuration indication (TCI) state associated with a lowest CORESET pool index for radio link monitoring;
• and
• a transmitting section that transmits the one or more reference signals.
