The apparatus comprises means for performing: when the apparatus is in an INACTIVE radio resource control state, transitioning from the INACTIVE radio resource control state to an IDLE radio resource control state, when it is determined by the apparatus that the apparatus has performed a radio access network notification area update a number of times that is equal to or greater than a configured number, N.

An apparatus comprising:
- at least one processor;
- and
- at least one memory including computer program code;
- the at least one memory and the computer program code configured to, with the at least one processor, cause the apparatus at least to:
- when the apparatus is in an INACTIVE radio resource control state, transition from the INACTIVE radio resource control state to an IDLE radio resource control state, when it is determined by the apparatus that the apparatus has performed a radio access network notification area update a number of times that is equal to or greater than a configured number, N.
