• The method of claim 2, wherein the number of reference index active syntax element defined by i equal to zero is inferred to be equal to zero, in a case that (i) a slice type of a current slice is the P slice type, (ii) a value of the reference index active override flag is equal to one and (iii) the number of reference index active syntax element defined by i equal to zero is not present.
