Abstract
Disclosed is a compound of Formula I, including N-oxides, and salts thereof, wherein R1, R2 and R3 are defined as set forth in the disclosure. Also disclosed is a process for preparing a compound of Formula I. A compound of Formula I can also be used as a synthetic intermediate to prepare pyridazinone-based herbicides.

A compound of Formula I and N-oxides and/or salts thereof
- wherein
- R1 is C1-C4 alkyl or C3-C6 cycloalkyl;
- R2 is Cl or NH2;
- R3 is Cl or OR4;
- and
- R4 is C1-C4 alkyl, SO2CF3 or SO2(4-Me-Ph)
- provided the compound of Formula I is other than 4,5,6-trichloro-2-methyl-3(2H)-pyridazinone and 6-amino-4,5-dichloro-2-methyl-3(2H)-pyridazinone.

A process for preparing a compound of Formula I-A
- wherein
- R1 is C1-C4 alkyl or C3-C6 cycloalkyl;
- and
- R4 is C1-C4 alkyl
- comprising reacting a compound of Formula II
- wherein
- R1 is C1-C4 alkyl or C3-C6 cycloalkyl
- with an alkoxylating agent.
