A terminal, comprising:

• a transmission section that transmits UE capability signaling indicating a maximum number of MIMO layers supported by the terminal;
• and
• a reception section that receives a higher layer parameter indicating a maximum number of MIMO layers used for a downlink,
• wherein a level of granularity of the higher layer parameter is finer than a level of
• granularity of the UE capability

A :radio communication method, comprising:

• transmitting, by a terminal, UE capability signaling indicating a maximum number of MIMO layers supported by the terminal;
• and
• receiving, by the terminal, a higher layer parameter indicating a maximum number of MIMO layers used for a downlink,
• wherein a level of granularity of the higher layer parameter is finer than a level of granularity of the UE capability signaling.

A base station, comprising:

• a reception section that receives UE capability signaling indicating a maximum number of MIMO layers supported by a terminal;
• and
• a transmission section that transmits a higher layer parameter indicating a maximum number of MIMO layers used for a downlink,
• wherein a level of granularity of the higher layer parameter is finer than a level of granularity of the UE capability signaling.

A system including a terminal and a base station, wherein

• the terminal includes:
• a first transmission section that transmits UE capability signaling indicating a maximum number of MIMO layers supported by the terminal;
• and
• a first reception section that receives a higher layer parameter indicating a maximum number of MIMO layers used for a downlink, and wherein the base station includes:
• a second reception section that receives the UE capability signaling;
• and
• a second transmission section that transmits the higher layer parameter,
• wherein a level of granularity of the higher layer parameter is finer than a level of granularity of the UE capability signaling.
