Abstract
A base station includes a receiving unit that receives, from an external system, a reference time of the external system; a control unit that generates, based on the reference time of the external system, association information for a user equipment to calculate the reference time of the external system to which the user equipment belongs; and a transmitting unit that transmits the association information to the user equipment.

A base station comprising:
- a receiving unit that receives, from an external system, a reference time of the external system;
- a control unit that generates, based on the reference time of the external system, association information for a user equipment to calculate the reference time of the external system to which the user equipment belongs;
- and
- a transmitting unit that transmits the association information to the user equipment.
