Video Decoding Method, Video Coding Method, Apparatus, Device, and Storage Medium

A video encoding method comprising:

• encoding a video picture by referencing a encoding a video picture bitstream to obtain encoded data when the video picture is allowed to be encoded by referencing the library picture;
• and
• adding a first flag to the encoded data to obtain a video bitstream,
• wherein the first flag is set to a first value and indicates that a second value of a first target parameter in a sequence header of the video bitstream is used as a third value of a second target parameter of the library picture bitstream, and
• wherein the video bitstream references the library picture bitstream.

A video coding device, comprising:

• a memory configured to store instructions;
• and
• a processor coupled to the memory, wherein the instructions cause the processor to be configured to:
• parse a first flag from a video bitstream when the video bitstream is allowed to be decoded by referencing a library picture corresponding to a library picture bitstream;
• and
• when the first flag has a first value:
• set a second value of a first target parameter in a sequence header of the video bitstream as a third value of a second target parameter of the library picture bitstream referenced by the video bitstream;
• and
• reconstruct, based on the third value and the library picture bitstream, the library picture.

A video coding device comprising:

• a memory configured to store instructions;
• and
• a processor coupled to the memory, wherein the instructions cause the processor to be configured to:
• encode a video picture by referencing a library picture corresponding to a library picture bitstream to obtain encoded data when the video picture is allowed to be encoded by referencing the library picture;
• and
• add a first flag to the encoded data to obtain a video bitstream,
• wherein the first flag is set to a first value and indicates that a second value of a first target parameter in a sequence header of the video bitstream is used as a third value of a second target parameter of the library picture bitstream, and
• wherein the video bitstream references the library picture bitstream.
