An oil-in-water emulsion cosmetic composition, the cosmetic composition comprising:

• a carboxylic acid modified silicone (A) that is liquid at room temperature (25° C.) expressed by a structural formula (1):
• wherein:
• Rc represents a carboxyl group-containing organic group represented as a general formula:
• —R1—(OR2)p-(O)w-R3—COOH where R1 represents a linear or branched alkylene group having 2 to 22 carbon atoms, R2 is a linear or branched alkylene group having 2 to 4 carbon atoms, R3 represents a bond (—) or a linear or branched alkylene group having 1 to 22 carbon atoms, p represents a number of 0 to 200, and w represents a number of 0 or 1,
• R represents a same or different alkyl or alkoxy group, having 1 to 22 carbon atoms, or phenyl group,
• R′ is Rc or R,
• a and b each are a positive number, a+b is a number in a range of 2 to 20, and a/b is in a range of 0.3 to 3.0;
• an oil agent (B);
• and
• water (C).
