Transfer policy determining method, and apparatus

A method, comprising:

• determining, by a slice management and control network element, first information of a network in a first network area, wherein the first information comprises at least one of load information of the network in a first time interval, or load information of at least one network slice in the first time interval, wherein the network comprises the at least one network slice;
• sending, by the slice management and control network element, the first information to a policy control network element;
• receiving, by the policy control network element, the first information of the network from the slice management and control network element;
• and
• determining, by the policy control network element based on the first information, a service data transfer policy of a terminal located in the first network area.
